Deleting the questions seems a little heavy-handed for now, but we should indicate to visitors (and people who might want to answer them) that a particular question isn't a good fit for *this* site's scope.

Absent deletion, the mechanisms that remain are closing and downvoting. In my opinion downvotes should be more for a lack of *quality* than about scope.

That leaves closing as the most appropriate way to handle those questions.
