Could a planet with three-quater earth gravity and neon-/argon-based atmosphere exist, and what would life do with it?

I'm creating a world three-quarters the gravity of Earth, and the composition of the atmosphere are as followed:
74% Neon (or Argon)
18% Nitrogen
5% Oxygen
1.6% Carbon Dioxide
0.9% Water Vapor
0.5% Trace
The questions I have in mind are:
*Would Neon or Argon work better for this planet?
*Could the atmosphere exist with the low gravity?
*Could life as we know survive on this world, and could organisms evolve a way to biologically contain neon/argon to use as bioluminescence?
