What would be the effects of safe lightweight nuclear power?

Upon asking this question, I have learned why we can have nuclear powered ships, but not aircraft. The reason is because the shielding needed for the nuclear reactor is simply too heavy for the power generated (ships fix this with displacement).

On that note, what would happen if an invention allowed for a small nuclear reactor that was lightweight? Perhaps a type of shielding that was effective, and yet did not weigh much (compared to what is needed now, anyway). What would the effects of such an invention be on society?

Details: Assume that the shielding is affordable enough that it can be used to power public and private vehicles. Assume also that it can be manufactured practically anywhere in the world.
